State interoperability – from regulatory sandboxes to common standards

We bring together public administration, regulators, academia and the market around common standards for data, evidence and procedures. We understand interoperability in legal, organisational, semantic and technical terms – so that digital state solutions can be connected, audited and scaled.

Four layers of interoperability

A deployment that works in only one layer stops at the boundary of an institution. We work on all four at once.

Legal

Consistency of legal bases, authorities’ competences and liability regimes in AI deployments and data exchange.

Organisational

Roles, processes and inter-institutional agreements: who is responsible for data quality, human oversight and incident handling.

Semantic

Common vocabularies, classifications and conceptual models – data from different registers means the same thing.

Technical

Interfaces, exchange formats, security and an audit trail compliant with NIS2 and national cybersecurity requirements.

Regulatory sandboxes

The sandbox as an interoperability tool

A regulatory sandbox is a controlled test environment in which innovation meets the regulator before it reaches the market. For the state, it is the fastest route to common evidence standards: what is tested and documented in the sandbox becomes a reference point for subsequent deployments.

A sandbox provides a pathway and supervision – not a guarantee of exemptions. The scope of regulatory relief always derives from national and EU law.

A systematic classification of regulatory sandboxes worldwide and in Europe – 25 source documents, public consultations and institutional research and reports from 2015–2026.

SandboxPlus Report

Sandbox service design

Admission criteria, scope of derogations, success metrics, participant support and the sandbox exit path.

Workshops and facilitation

Workshop cycles with the regulator and market participants, documentation of findings and translation into implementation recommendations.

Transfer to standard

Turning pilot findings into repeatable templates: document templates, acceptance criteria, public procurement requirements.
